On each plane there are five portals, four active and one inactive. Three are in cities, and the other two, including the inactive portal, are somewhere on the plane. Now, the three portals in the cities are the least powerful, and instead of transporting you wherever you want to go, they will instead take you to the plane Dominaria. From this plane, you can step through the portal that will lead you to your destination. Now, once you post entering a city portal, you must wait for 12 hours, [real time], to give the defending leader a chance to respond. If they do not, you have entered the plane freely, and may do as you wish. You only do not have to wait the 12 hours if you are traveling back to a city that you own or apart of. The active portal outside of the cities is a little bit more powerful than the others. Here, all you must do is speak your destination, step through and you will appear on the plane of your choice. But beware, should this portal get over used it will shut itself down. The same 12 hour rule applies here as well as above. The inactive portal is just that: inactive. No one knows where it leads or what it can do. Even though portal itself is run down and falling apart, it has traces of magic left and races are said to be terrified of it. Maybe one day these portals will reopen, but no one knows that for a fact....well, except the planeswalkers of course.
